
Dear Linbro Park Stakeholders,
As we close the first quarter of 2026, I would like to share a brief two minute update on progress made in establishing the Linbro Park Management District, as well as outline the next phase of work.
1. Establishing the Platform
Since the launch in January, the focus has been on putting in place the foundational structures required to support coordinated development in Linbro Park.
This includes:

These are not marketing tools—they are the operational foundation required to coordinate a precinct of this scale.

2. Engagement with the City
On the 13th March, I was invited by the Executive Director for Infrastructure to present the LPMD to the City’s Partnerships Committee, which plays a key coordinating role across municipal entities and departments.
This is an important platform, as it enables alignment between departments such as Johannesburg Water, City Power, Pikitup, and the Johannesburg Roads Agency—particularly in areas where infrastructure delivery requires a coordinated approach rather than isolated interventions.
The engagement positions Linbro Park within the City’s broader development framework and opens the opportunity for a more structured, precinct-level approach to infrastructure planning and investment.
In addition on the 18th March, a multi-departmental team with the manager from Region E conducted a site walkabout in Linbro Park to assess conditions on the ground, including roads, waste management, and infrastructure pressures. See photos below –

3. The Opportunity – and the Responsibility
Linbro Park is increasingly being recognised as a strategically important development node.
There is already significant private sector investment in the area.
However, without coordinated infrastructuredelivery and stakeholder alignment, there is a real risk that growth will be constrained, as there will be no new interest from developers and existing investment will be undermined.
The work currently underway is focused on ensuring that this does not happen.

4. MOU Programme – Formalising the Mandate
March and April have been designated as “MOU Months”, with the objective of formalising investors participation in the Management District.
At present, this work is being funded through the goodwill of a single stakeholder who understands the importance of protecting and enhancing their investment through a well-managed precinct.
This is not sustainable.
All stakeholders are requested to review and sign the attached MOU if you are interested in the area you invested in. I am meeting as many of you as possible, however if you have any questions and could contact me (jenny@lpmd.co.za) this would make the process quicker.
This is a necessary step to move from informal coordination to be recognised as a formalised, funded, and implementable structure.
5. Next Phase
With the foundation now established, the focus moves toward formalising stakeholder participation and advancing implementation.
The next phase includes:
- Securing stakeholder commitment through the MOU process
- Obtaining quotations for area management, including cleaning and maintenance
- Preparing and submitting a DBSA funding application for infrastructure within Linbro Park, including the Marlboro intersection upgrade (Engen access)
- Establishing a coordinated working group with the City to drive infrastructure implementation
- Forming a financial committee from participating stakeholders to support budgeting, funding oversight, and financial governance
