
Dear Linbro Park Stakeholders,
Last month’s newsletter focused on the foundation that has been laid to establish the Linbro Park Management District, including stakeholder engagement, engagement with the City, the launch of the website and LinkedIn platforms, GIS mapping updates, and the creation of the operational framework required to support coordinated precinct management.
This month’s update focuses on the proposed precinct funding framework, the implementation strategy moving forward, and the operational structures required to transition from planning into delivery.
As part of preparing the proposed Linbro Park Management District funding framework, we have worked closely with suppliers and service providers who have either operated within Linbro Park for many years or are currently active in the area. This has enabled us to develop practical cost estimates based on direct operational knowledge and long-term experience of the precinct.
The attached presentation has been prepared to provide stakeholders with an overview of:
- The phased implementation approach for Linbro Park
- The professional teams and service providers involved
- The proposed governance and financial framework
- The planned funding strategy and infrastructure objectives
- The reasoning behind the proposed precinct levy structure
- The longer-term infrastructure vision for Linbro Park

Although stand configurations have changed significantly over time through rezoning and development, we have reverted to the original subdivision layout of Linbro Park, created when the original Brolin farm was divided into similarly sized stands.
The original layout consisted of approximately 209 stands, of which schools, churches, Gautrain land, and government-owned properties account for approximately 34 stands. This leaves an estimated 175 privately held stands expected to contribute toward the proposed Management District structure.
Stakeholder engagement has intentionally been phased:
- The initial focus has been on major developers and larger landowners, representing approximately 69% of private land ownership within Linbro Park
- The second phase has focused on businesses and commercial operators, representing a further estimated 14%
Combined, these stakeholder categories represent approximately 83% of privately held land ownership within the precinct.
The response to date has been overwhelmingly positive, with approximately 62% of stakeholders already having signed or committed to signing the MOU.
The current financial model has conservatively been structured around a 70% participation level, which we believe is both practical and achievable based on engagement to date.
The current working estimate for the proposed Phase 1 precinct contribution is approximately R1,200 per stand per month (excluding VAT). The purpose of this initial phase is to establish a functioning operational platform capable of coordinating precinct management, stakeholder engagement, security visibility, environmental improvements, and preparation for larger infrastructure funding applications.
For qualifying businesses, these contributions may potentially be treated as operational expenditure, subject to individual accounting and tax treatment.
Transparency remains a key principle of the Management District process, and all quotations, budgets, and expenditure will remain open and available for stakeholder review.

The next phase of work includes:
- Implementing area management initiatives including cleaning, maintenance, signage, and security visibility
- Preparing and submitting infrastructure funding applications, including DBSA engagement and blended finance opportunities
- Advancing infrastructure planning for Linbro Park and the Marlboro intersection upgrade
- Establishing a coordinated working group together with the City
- Forming a financial committee from participating stakeholders to support budgeting, governance, and financial oversight
